The summary letter from our Managing Director, Mr. Masud Roshan, and the legal summary of our corporate counsel, Mr. Thomas Lujan, provide guidance to contractors doing business, or planning to do business in Afghanistan. This message is intended to alert and inform, not to intimidate. However, it is clear that during the transitional period in which new Afghan ministers are being appointed, the government of Afghanistan will seek to enforce its contractor registration laws as newly prescribed in both the Bilateral Security Agreement (BSA) and the NATO Afghan Status of Forces Agreement (SOFA).
